Verse 279

فَإِن لَّمْ تَفْعَلُوا۟ فَأْذَنُوا۟ بِحَرْبٍ مِّنَ ٱللَّهِ وَرَسُولِهِۦ وَإِن تُبْتُمْ فَلَكُمْ رُءُوسُ أَمْوَٰلِكُمْ لَا تَظْلِمُونَ وَلَا تُظْلَمُونَ

Therefore, if you do not take action, then, you shall expect a war from God and His messenger. And if you repent, then you are in charge of your money, without committing any injustice, or suffering any injustice.
