Verse 12

لَهُۥ مَقَالِيدُ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ يَبْسُطُ ٱلرِّزْقَ لِمَن يَشَآءُ وَيَقْدِرُ إِنَّهُۥ بِكُلِّ شَىْءٍ عَلِيمٌ

To Him belong the keys of the vacua and matter; He increases the provision for whomever He wills and withholds it. And He has full knowledge of all things.
