Verse 91

سَتَجِدُونَ ءَاخَرِينَ يُرِيدُونَ أَن يَأْمَنُوكُمْ وَيَأْمَنُوا۟ قَوْمَهُمْ كُلَّ مَا رُدُّوٓا۟ إِلَى ٱلْفِتْنَةِ أُرْكِسُوا۟ فِيهَا فَإِن لَّمْ يَعْتَزِلُوكُمْ وَيُلْقُوٓا۟ إِلَيْكُمُ ٱلسَّلَمَ وَيَكُفُّوٓا۟ أَيْدِيَهُمْ فَخُذُوهُمْ وَٱقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ وَأُو۟لَـٰٓئِكُمْ جَعَلْنَا لَكُمْ عَلَيْهِمْ سُلْطَـٰنًا مُّبِينًا

You will find others who want to have security alongside you as well as their people, but once they are tested, they revert back to their original ways. Therefore, if they do not leave you alone, do not offer you peace, and do not hold their hands back, then you shall capture them and kill them when you defeat them. And these are the ones whom you are permitted to act against with clear authority.
