Verse 24

لِّيَجْزِىَ ٱللَّهُ ٱلصَّـٰدِقِينَ بِصِدْقِهِمْ وَيُعَذِّبَ ٱلْمُنَـٰفِقِينَ إِن شَآءَ أَوْ يَتُوبَ عَلَيْهِمْ إِنَّ ٱللَّهَ كَانَ غَفُورًا رَّحِيمًا

This is in order for God to reward those who were truthful for their truthfulness and punish the hypocrites if He wills or He may accept their repentance. Indeed God is All Forgiving, All Merciful.
