Verse 2

مَّا يَفْتَحِ ٱللَّهُ لِلنَّاسِ مِن رَّحْمَةٍ فَلَا مُمْسِكَ لَهَا وَمَا يُمْسِكْ فَلَا مُرْسِلَ لَهُۥ مِنۢ بَعْدِهِۦ وَهُوَ ٱلْعَزِيزُ ٱلْحَكِيمُ

What God bestows upon the people from mercy, no one can stop it, and whatever He stops no one can grant it afterwards. And He is The Almighty, The All Wise.
