Verse 28

وَهُوَ ٱلَّذِى يُنَزِّلُ ٱلْغَيْثَ مِنۢ بَعْدِ مَا قَنَطُوا۟ وَيَنشُرُ رَحْمَتَهُۥ وَهُوَ ٱلْوَلِىُّ ٱلْحَمِيدُ

He is the One who sends down the rain after they have despaired and He spreads His Mercy. And He is the Lord, The Praiseworthy.
