Verse 26

ذَٰلِكَ بِأَنَّهُمْ قَالُوا۟ لِلَّذِينَ كَرِهُوا۟ مَا نَزَّلَ ٱللَّهُ سَنُطِيعُكُمْ فِى بَعْضِ ٱلْأَمْرِ وَٱللَّهُ يَعْلَمُ إِسْرَارَهُمْ

This is because they indeed said to those who hate what God has revealed, we will obey you in certain matters. And God fully knows their secrets.
