Verse 14

وَلِلَّهِ مُلْكُ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ يَغْفِرُ لِمَن يَشَآءُ وَيُعَذِّبُ مَن يَشَآءُ وَكَانَ ٱللَّهُ غَفُورًا رَّحِيمًا

To God belongs the kingship of the vacua and matter. He forgives whomever He wills, and He punishes whomever He wills. And God is All Forgiving, All Merciful.
